ATR Certificate
An ATR certificate is a movement certificate used in trade between the European Union and Turkey. The document proves that goods have free circulation status within the EU or Turkey, and entitles the importer in Turkey to import without or with reduced customs duties. This makes the ATR certificate an indispensable document for exporters wishing to ship goods to Turkey.

The ATR certificate applies to trade in industrial products between the EU and Turkey, based on the customs union in force between the two parties since 1996. Agricultural products and products covered by the European Coal and Steel Treaty are outside the scope of this certificate; they are subject to other preferential documents, such as the EUR.1 certificate.
If you are a company exporting industrial products to Turkey and want the recipient to benefit from preferential tariffs, the ATR certificate is mandatory. Without this document, the importer in Turkey pays full customs duties.

How do you apply for an ATR certificate?
The ATR certificate is not issued by the Chamber of Commerce, but by the Inland Revenue/Customs in the Netherlands (or the competent customs authority in the relevant EU country). The applicant must be able to prove that the goods have free circulation status in the EU. This means that the goods have either been manufactured entirely in the EU or have been previously released for free circulation and the import duties due have been paid.
The certificate consists of a standard form that must be completed, signed and stamped by Customs. It is sent with the goods when they are exported.
How is it different from a EUR.1 certificate?
A frequently asked question is what is the difference between the ATR certificate and the EUR.1 certificate. The answer lies in what exactly is being proven. The EUR.1 certificate proves the origin of goods: the product is actually manufactured in the EU (or the relevant partner country). The ATR certificate proves the free traffic status: the goods are lawfully in free circulation in the EU, regardless of where they were originally produced. Thus, a product originating in China but properly imported into the EU and for which all duties have been paid may be eligible for an ATR certificate, but not for an EUR.1.
